Im looking to buy a 6.5 hp engine for a go kart and im wondering if a throttle and etc is needed.

Most have a governor, which in a way is a throttle, but almost all also have provisions for a throttle cable

The throttle is a defining feature of a piston engine. answer is yes, they have throttles. wait, you are asking about a throttle control? depends on the motor and the person you buy it from. you'll have to ask the seller what's included, and what's needed.
