Get a new control unit with two separate levers. Those all in one units are crap. I was not able to repair ours to reasonable working condition after it failed like that.

Year, make and model is VERY helpful info. every maker has had their own control setup, and its changed over the years for all of them. as a rough guess, i'd say take it apart and see if you can clean it up and find the whats making it stick. if you cant, replace. dual lever controls, seperate throttle and shift levers, do have the advantage of less to go wrong with them.....

I have one of those crap units mentioned by the 1st answerer, it's been in constant use for 31 years, I've had to replace one piece of plastic trim that I broke. Wish more of my stuff was as crappy as that. no way to answer without knowing what kind of equipment we're dealing with. make, year, hp, boat color, and any other descriptive info.
