Hard to steer how? Helm steers hard? Hard to control? Have you greased any of the grease nipples on the engine, tiller arm and connecting pins?

Unbolt the steering link from the motor to determine if this is a steering system or engine problem. If the wheel turns freely, pump enough grease through the engines pivot shaft grease fittings so that only clean grease comes out around the upper and lower flanges. Use a heat gun or blow dryer to warm up the area, this will speed up the process. If the steering system itself is stiff, REPLACE it, there is no repair. Buy a replacement kit, which contains both cable and helm, the kit is only a couple of bucks more than just a cable. Never use a new cable with an old helm.
