Different boats require different types of engines. To answer your question we need to know what you are looking for as far as performance and what type of boat you have. Outboard, inboard outboard and inboards have advantages in their applications. If you can edit your question for us you will get much better input.

I would go with electric. That is of course, provided you have plenty of room on board for all the batteries and solar panels, or a nuclear power plant. If not... then the best is diesel - it runs good, cool, long, and is very trust worthy. John

The best engines are the ones that suit your application. Reliability, long life, cost, weight, size... all that means making a choice among your options.

We have had very good luck with Yamaha ob engines both big (85hp) and small (4hp and 6hp) i am also very impressed with the air cooled 4 stroke 2hp honda ob for small boats.
